There's a little program out there called Process Lasso. It's designed to help streamline your resource management by managing active applications and more importantly, monitoring RAM usage. However, you'll notice that it doesn't say anything about managing CPU usage. That's because the same developers created another program to go along with it and work in concert - CPUBalance.
The installation process for CPUBalance is very straightforward - simply run it and choose where to install the files. There is barely any user input required for you to do so. It gets integrated into the system tray upon installation and doesn't draw your attention. Clicking the tray icon will bring up the main window, where you can view a list of all processes. You can get a better idea of the programs that typically use more CPU from this location. In addition to the restraint count, you can also check out the name, frequency of actions, and last time of restraint. To prevent the program from affecting a program's priority, you can add it to the exclusion list via the right-click menu.
You can do other things from the main menu. You can disable ProBalance or set it to disarm itself when the PC is idle, play sound on process events, forbid the app from acting on system services, and more. You can change the CPU affinity anytime throughout this process. Overall, CPUBalance does its job incredibly well, letting you manage all of your processes while also working in tandem with a RAM management program.
